Yes there have to be rules otherwise there would be mayhem!
(1) - You must use the yellow 'Kinder' egg plastic container as the basis for your minion.
(2) - As the minions are so small I'm tempted to allow 5 minions per person and 1 diorama.
(3) - Base size for the diorama should be within the common sense parameters and also restricted to a height of 9 inches or whatever that equates to in new money.
That just about covers it really, apart from saying enjoy the build!
